Madison – Rep. Joy Goeben (R-Hobart) shared her thoughts regarding the second edition of the Right of First Refusal (ROFR) bill, aka Wisconsin Energy Reform Act (WERA):

“You can put lipstick on a pig, dress it up, and call it anything you like…but at the end of the day it’s still a pig. And this bill isn’t bringing home the bacon for WI ratepayers.

“Sadly this bill is more of the same smoke and mirrors Wisconsinites on both sides of the aisle find disgusting. Despite loudly proclaiming that ROFR was dead, WERA is nearly identical to ROFR with more pork thrown in to make the bad parts palatable.

“In all honesty, ROFR 2.0 is moving through the process at an accelerated pace to create a false sense of urgency, when ROFR in other states is being reviewed by the United States Department of Justice Antitrust Division in other states and has raised concerns regarding their effect on competition and, most importantly, the costs to ratepayers.

“I am proud to stand with fellow legislators who see the folly in furthering this monopoly on the backs of Wisconsin ratepayers and stand up against this duplicity. To that end, I have co-authored a letter addressed to the Department of Justice Antitrust Division requesting their expert review of the updated legislation.

“I firmly stand in opposition to monopolies and will continue to fight on the behalf of Wisconsinites around our great state, continuing to be honest with you when more bureaucratic pig slop is dumped on our door at the 11th hour.”
