Osseo, WI – On Saturday, April 12, nearly 200 delegates and guests from across the 3rd Congressional District gathered for the Republican Party’s annual caucus.
Hannah Testin and Ryan Huebsch were elected by unanimous consent to two-year terms as the district party’s Chairwoman and Vice Chairman, respectively. The pair had been filling the roles on an interim basis since January 1, 2025, filling a vacancy left by immediate past Chairman Bill Feehan, who was elected to the post of First Vice Chairman for the Republican Party of Wisconsin in December.
Testin, a longtime party grassroots activist, is a former UW-La Crosse College Republican, former President of the Pro-Life Students of La Crosse, and former Chairwoman of the Republican Party of Portage County. She most recently served as the district party Vice Chairwoman from 2019 to 2024 and lives in the Town of Hull with her husband, State Sen. Patrick Testin.
Huebsch, son of former Speaker of the State Assembly Mike Huebsch, is a lifelong Republican party leader residing in Onalaska. Also a former UW-La Crosse College Republican, Huebsch ran two competitive bids for the state assembly in 2022 and 2024, falling just short, before stepping into the district Vice Chairman role.
“We are incredibly humbled and honored by the support and trust placed in us,” said Testin. “Our goal is to partner with county party organizations to grow and strengthen, preparing us for victory in 2026.”
Attendees also had the opportunity to hear from Sen. Jesse James (23rd Senate District), Sen. Patrick Testin (24th Senate District), Sen. Cory Tomczyk (29th Senate District), Rep. Treig Pronschinske (29th Assembly District), and Rep. Clint Moses (92nd Assembly District) who participated in a legislative panel moderated by Huebsch.
Congressman Derrick Van Orden was honored with the Legislator of the Year Award. Grassroots party volunteers were presented with awards in recognition of their exceptional efforts, including a number of emerging youth activists in the party. Award recipients included:

- Truth Squad Award – Chris Muller, La Crosse County
- Event of the Year Award – The 1916 Project, Jackson County
- Top Youth Award – Lillian Estenson, Trempealeau County
- Top Youth Award – Joshua Adler, Eau Claire County
- Top Youth Award – Olivia Bahr, La Crosse County
- Top Youth Award – Matthew Franks, Jackson County
- Top Youth Award – Caleb Borgwardt, Wood County
- Top Youth Award – April Eggersdorf, Adams County
- Top College Republican Award – Tatiana Bobrowicz, Eau Claire County
- Republican of the Year Award – Shirl LaBarre, Wood County
- Top County Award – Grant County
- Tommy G. Thompson Leadership Award – Larry Vangen, La Crosse County
Delegates also adopted a number of resolutions and heard remarks from Feehan and Republican Party of Wisconsin Political Strategy & Party Development Director Leslie Hubert.
“The future of the 3rd District is strong and unified,” said Testin.
The 3rd Congressional District spans 19 counties in Central and Western Wisconsin including Adams, Buffalo, Chippewa, Crawford, Dunn, Eau Claire, Grant, Jackson, Juneau, La Crosse, Monroe, Pepin, Pierce, Portage, Richland, Sauk, Trempealeau, Vernon, and Wood.
