We are pleased to inform you that the Republican Party of Wisconsin passed two new bylaws yesterday. These changes, driven by volunteers and local leaders, aim to enhance transparency, accountability, and governance within our party structure. We have established these bylaws at the request of party activists and leaders.

The Republican Party of Wisconsin is committed to ensuring every grassroots activist and leader has the opportunity to be seen, heard, and listened to in any instance where concerns are brought forth. These bylaws came recommended from other state parties and have been reviewed by legal counsel. The bylaws ensure due process, through multiple steps, for both sides of a complaint.

The first bylaw amends Article VII to establish a formal process for the removal of leadership positions within County Parties, Congressional District Organizations, State Executive Committee positions, and RPW staff. This process allows the State Executive Committee to address violations of the Code of Conduct (Article VIII) when leadership actions undermine the party’s mission of electing Republicans to office. Removal proceedings can be initiated by a complaint signed by five State Executive Committee members or by 3 elected Republican officials, followed by a review from the Constitution Committee. If deemed valid, a hearing is held where the accused can present evidence; a 3/5 majority vote of the State Executive Committee is required for removal. In the event of removal, the vacant position will be addressed through options, including an election by the affected organization or a nomination by the State Party Chairperson, with the removed individual barred from holding elected party positions for at least four years.

The second bylaw updates Article VIII to establish a Code of Conduct for leadership positions within the Republican Party of Wisconsin, its County Parties, and Congressional District Organizations, following other state parties across the nation. This code outlines expectations for leaders, including treating members, staff, and candidates with respect, supporting party-endorsed candidates, managing financial resources responsibly, maintaining confidentiality, and adhering to sub-entity governing documents. Prohibited actions include engaging in harassment, publicly defaming party officials or volunteers, undermining Republican candidates’ post-primary, misusing party data or finances, using social media in conflict with the party mission, or pursuing personal agendas contrary to party goals. Violations of this code may trigger removal proceedings under Article VII.

These bylaws reflect the practical needs of our grassroots organizations and reinforce the Republican Party of Wisconsin’s commitment to providing effective avenues for concerns to be managed and ensure due process for all members of our party. Effective governance, transparency, and integrity are critical to the success of our party and our goal of electing Republicans.
