Warning: in the midst of his four-year parole spree, Wisconsin Governor Tony Evers has emerged from his Madison bunker and has embarked on a statewide bus tour. In the event he is not warning the communities of Wisconsin about the convicted murderers, cop killers and child rapists his parole commission has unleashed in their midst, the Republican Party of Wisconsin will highlight some of the most heinous convicts freed by Evers, below.

“The mainstream media is ignoring this scandal, but it’s important that these communities are aware of the impact Tony Evers’ soft on crime policies have all across the state, and his Department of Corrections has been stonewalling the search for answers about the parole spree so we don’t know the details.” said Mark Jefferson, Executive Director of the Republican Party of Wisconsin. 

Among those killers and rapists freed by the Evers/Barnes Administration, who are now living in Greenfield, Elroy, West Allis, Milwaukee, Madison, Waupaca, Kenosha, Hatley, Racine, Oshkosh, Eau Claire, Onalaska, Menasha, Spooner, and dozens of other Wisconsin communities:

  • Victim/s: Jesse, his 7-week-old baby
  • Crime: Murdered his 7-week-old baby, Jesse, by strangling him with a cord or other ligature. He wrapped the cord twice around the baby’s neck and either pulled on it or suspended the baby. Mercer had been arrested 9 times on different charges. He claimed to have no memory of murdering his baby.

  • Victim/s: A 15-year-old Amish girl
  • Crime: Fired seven shots into an Amish buggy containing an adult and three kids, then kidnapped and raped a 15-year-old Amish girl who was walking home from school. He stated that he wanted to “get even with them” after an Amish buggy caused him to drive his car into a ditch weeks earlier.

  • Victim/s: Gene Opalewski, 17-year-old convenience store clerk
  • Crime: Shot three gas station clerks in the head for small sums of money. Two survived, but Gene Opalewski died after Hall shot him in the eye. Hall had purchased $5 in gas.

  • Crime location: Onalaska
  • Victim/s: Susan Erickson, 29-year-old mother of two young children
  • Crime: Shaw entered Erickson’s home after randomly spotting her through a window. He raped, strangled, stabbed and murdered Erickson. In a later interview, Shaw attributed the murder to having “one really bad day.” He was arrested only after being caught prowling around another home.

  • Victim/s: Gladys Redlich, 76
  • Crime: Jenkins hid at the edge of the woods with a sniper rifle. First he shot at a jogger and at cars on the highway. He then randomly targeted Redlich, who was out walking her dog. The bullet struck Redlich in the chest, killing her. “I put the scope on several people, and then I shot the old lady,” Jenkins told police.

  • Victim/s: Margaret Anderson
  • Crime: Whiting and a group of biker gang members gang raped Anderson in a bar, then beat her with a cue stick. Whiting then slashed her throat from ear to ear and dumped her body in a manure pit. She was bleeding out when she was found crawling across the ground, after which she succumbed and died.

  • Victim/s: John Brutcher and Roger Weeks, engineers who were traveling for work
  • Crime: Along with another man, Pepin attempted to Rob Brutcher and Weeks. He then forced them to lay down in a ditch alongside I-94 and shot them execution style.

  • Victim/s: Elise Taliaferro, his wife
  • Crime: Murdered his wife by stabbing her four times, including a fatal stab wound to the chest and heart. He claimed it was part of a sexual bondage act, but he later told another inmate he had no regrets and killed his wife “because she was dumb.”

  • Victim/s: Henry Brucker, Jr., Ryan’s father
  • Crime: After his father told him he wouldn’t drive him to Rhinelander to see his girlfriend, Brucker waited for his dad to return home. He shot him in the back with a hunting rifle, left the room to reload, and returned to shoot him again. He then covered the corpse with a blanket and dragged him to a bedroom, where his grandfather later discovered the body.

  • Crime location: Rib Mountain, WI
  • Victim/s: Lisa Cihalski
  • Crime: Drove 150 miles to the workplace of her ex’s new girlfriend, where she strangled her with a belt for over two minutes before removing the wedding ring from the body. Cihalski’s mother later found Lisa’s body in a car inside the parking lot.

  • Victim/s: Kathleen Beletsky, his wife
  • Crime: Shot his wife in the head, apparently during a struggle. Then sawed off her head with a kitchen knife, tried to burn it in a wood burning stove, then dumped her body in a cornfield.

  • Victim/s: Christine Acevedo, killer’s ex-girlfriend
  • Crime: Block strangled Acevedo but then revived her. He then put his knee on her neck and chest, asphyxiating her to death. As she was pleading for her life he told her to “die bitch.”

  • Victim/s: Drake London, 17 months old
  • Crime: McKennie, the live-in boyfriend of the boy’s mother, beat and tortured Drake London. The child died of “massive head injuries.” One day, McKennie began the beatings at 8am, taking “breaks for naps and sex,” and force-feeding the child chili power while continuing the beatings. Drake’s death sparked new legislation called the “Drake London law.”

  • Victim/s: Laquann Moore, age 13
  • Crime: In a shootout with other crack dealers, Harris’s stray bullet struck Moore and her friend, 11 year-old Shalonda Young. Young survived but Moore died of her injuries.

  • Victim/s: Cathy Ziebell, age 16
  • Crime: Ketterhagen took his pregnant girlfriend, 16 year old Cathy Ziebell, for a drive after learning her mother would not permit an abortion. Ketterhagen shot her four times and then tossed her body into the Fox River just south of the Racine County line.

  • Victim/s: Joseph Vite, a well-renowned area foster father
  • Crime: Nelson and an accomplice waited in Vite’s darkened home until he got home from work. The accomplice disabled Vite, and Nelson fired the fatal shot into his head. The motive was allegedly to steal money, his car and his weapons. Judge Bruce Schroder called the killing an “assassination.”

  • Victim/s: Roeling’s mother, stepfather, and 8-year-old half-sister
  • Crime: Joseph Roeling shot and killed his mother, stepfather, and 8-year-old half-sister while they slept in 1982 inside the family’s mobile home in Fond du Lac County. He later said he wanted to have the house to himself.

  • Crime location: Burlington, WI
  • Victim/s: Burlington Police Sgt. Anthony Eilers
  • Crime: Eilers stopped Brook and his brother Max Brook for a routine traffic stop. Brook, on parole for burglary, took the officer’s gun and shot him five times. The men then tried to roll Eilers’ squad car and body off a cliff.
  • Now living in: Deceased since parole
  • Note: Brook was previously paroled but it was revoked when he committed burglary. He also escaped from prison in 1988, after which he said he threatened to “get” Eilers’ former partner.

  • Crime location: Kenosha County
  • Victim/s: Richard Woten, 17
  • Crime: Ruiz and another man kicked and beat Woten with a blunt object before stabbing him four times, fatally in the heart. The attack took place in an alley behind a bar after Ruiz and his accomplice got in a bar altercation, apparently taking it out randomly on Woten because he was white.

  • Victim/s: Catherine Christian
  • Crime: Howard, a member of a biker gang, struck Christian in the head in a bar, held her down until she lost consciousness, then left her to die when the bar was burned down in an arson. The Ghost Riders biker gang members wanted her dead because they thought she was a “snitch” and was dating a cop.

  • Victim/s: Amanda Westphal, an 86-year-old woman
  • Crime: Wiser broke into the elderly lady’s home to burglarize it. When she confronted him, he bludgeoned her over the head with a wooden object, raped her, killed her with a blow to the head, put her body in a wheelbarrow, and dumped her body in a nearby woods. After he dumped the body, he returned to finish robbing her house.

  • Victim/s: Leona Milfred, an elderly (age 76) shopkeeper
  • Crime: Smith stabbed elderly shopkeeper Leona Milfred at least 63 times during an attempted robbery. Smith claimed to be a “princess” in an occult group and claimed demonic possession. She claimed Milfred “turned into a furry beast” to explain why she stabbed her 63-65 times.

  • Victim/s: John Ennis, a retired firefighter
  • Crime: The killers snuck into the home of John Ennis, intending to rob him. They beat him, discharged a fire extinguisher in his face, stabbed him in the chest and throat, and strangled him with a vacuum cleaner cord, according to court records. The “mastermind” was Brian Pheil.

  • Victim/s: Miles Turner, killer’s 2-year-old foster son
  • Crime: Herrington beat his 2-year-old foster son to death as punishment for the child soiling his pants. Turner died of “multiple blunt trauma injuries to the entire body” including four separate blows to the head.

  • Note: Crime occurred in 1997, Turner is only 51, and his mandatory release was set for 2023.

  • Crime: After finding out his parents were planning to send him to get treatment, he shot them both in the head with a rifle. He went out to party and do drugs, returning to the home to shower over the next few days while his parents’ bodies decomposed in the dining room and kitchen.

  • Crime: Sexually assaulted an elderly homeowner after trying to burlargize their home. Later convicted of sexually assaulting two young children, ages 4 and 9, who were living in his home.

  • Note: Elderly sexual assault conviction was in 1985; sexual assault of the minors was in 1993.

  • Crime: On Christmas night, Delveaux smashed Baker’s head into the ground and repeatedly kicked her. Believing she was dead, Delveaux had sexual intercourse with her body. He then dragged her into a pine grove, where she died of her injuries and exposure to the cold.

  • Crime: Willi bludgeoned Stuhr repeatedly with a hammer after an argument, shot her in the back and head, and dragged her body across the farm to conceal it behind a shed.

  • Victim/s: Officer Kenneth Tomesh
  • Crime: Encountered while burglarizing a discount store, Faber shot Officer Tomesh in the chest with a 40 caliber pistol. Faber was already a convicted felon for three counts of fourth degree sexual assault.

  • Note: Tomesh survived thanks only to his kevlar vest. Faber was not serving life, he was serving 50 years in prison.

  • Crime: Brutally murdered a Racine gas station clerk in an apparent robbery by hitting him in the face, chest, stomach and back with an ax, screwdriver, and pipe wrench.

  • Note: Murder occurred in 1979; not convicted until 2003 when DNA evidence was used. Paroled in 2022.

  • Crime: With his cousin, stabbed Abarca-Guerrero 12 times in a Green Bay apartment then fled. He made the FBI’s most wanted list for the murder.

  • Note: Crime occurred in 1993. Not convicted until 2009. Paroled in 2022. Served 13 years. Now 49.

  • Victim/s: Theodore Agnello
  • Crime: Stream was paid by Agnello’s foster son to kill him. He hid in Agnello’s house, shooting him in the chest with a shotgun when he entered. Then he stood over him and shot him again.

  • Note: Stream was convicted and sentenced to life in 1996. He is now 47.

  • Victim/s: Louwellen Vannieuwenhoven
  • Crime: Stabbed his wife in the back, killing her. Vannieuwenhoven had a history of domestic violence threats and his wife had gotten a restraining order.

  • Victim/s: 20-year-old woman
  • Crime: Brutally raped a 20-year-old woman after luring her to his room. Three months after he made parole, he was re-arrested for attempting to strangle another woman. Others intervened, possibly before he could commit another rape.

  • Note: Moffett is 58. It took him just weeks to re-offend.

  • Victim/s: His two year old son
  • Crime: Smothered his young son to death. Hindsley put his son on the floor, covered him with blankets, knelt on the boy, and then held his hands over his son’s nose and mouth until the toddler died.

  • Victim/s: His wife,Janice Yost (28), held his brother (Mark Yost) hostage as well
  • Crime: First degree murder and felony hostage charges, Yost admitted he intentionally killed his wife, telling an officer, “I put it between her eyes and pulled the trigger; I meant to do it.”
